Eligible channels are ordered by quality score — audience size, ad retention, recent activity and delivery reliability, minus strike penalties.
Within a quality band, the least-recently-used channel goes first. That stops a handful of large channels absorbing every campaign.
Before each charge we check both the wallet reservation and the campaign's own remaining budget. Two independent limits, both enforced inside a database transaction.
A real Telegram view count is used when available and labelled as such. Otherwise we record a conservative estimate and label that too.
After the retention window we probe the message. Missing from a healthy chat reverses the payout and records a strike. Inconclusive resolves in the publisher's favour.
